Permitted development rights for change of use from commercial to residential

The Government is introducing new permitted development rights that will allow office space to be converted into new homes without the need for planning permission from the local authority. The permitted development right, to be introduced in Spring 2013, will be in place for 3 years, and because local circumstances vary, local authorities will have an opportunity to seek an exemption if they can demonstrate there would be substantial adverse economic consequences.

The Government’s response to the  review of the high street’s future, carried out by Mary Portas included the “Portas Pilots”, a competition to identify Town Team pilot areas to breathe new life into their town centres, high streets and local areas. This website has been created for all Town Teams to find the answers to the challenges facing high streets. It includes support, advice, resources, toolkits and websites.

Vauxhall: The missing link competition

Design ideas are being sought from urban designers, landscape designers and architects to improve the public realm in Vauxhall, south London. The RIBA London Vauxhall – The Missing Link International Design Ideas Competition is being launched with Vauxhall One, the new Business Improvement District (BID) for the area, and is looking for a designers or multi-disciplinary teams to suggest ideas to improve and enhance the public realm in Vauxhall, providing the ‘Missing Link’ between the New US Embassy Quarter and London’s South Bank. The RIBA says the competition is also open to urban design and architecture students. The closing date for Stage 1 submissions is 12 March 2013.

Planning and Sustainability Topical Survey

This report collates the response of a nationwide survey conducted by CarbonPlan in the summer of 2012 which considered questions related to the planning policy landscape and how it has been altered by the implementation of the National Planning Policy Framework (NPPF) and the Localism Act. The survey focused on sustainable development, with particular attention given to community led planning, sustainability led target setting for new build developments and environmental assessment methods such as BREEAM and the Code for Sustainable Homes. The survey was sent to County Council and Local Planning Authority (LPA) Planning Departments across England and was predominately (87%) completed by members of staff who work in Planning Policy roles. Participants were asked to answer questions anonymously, in their professional capacity and with regards to the Local Authority they work for.
