Housing guarantee scheme rules: affordable housing

This document outlines the scheme rules for the affordable housing debt guarantee. The housing guarantees will support the building of new affordable homes. They will enable registered providers, or the equivalent in the devolved administrations, to raise debt with a government guarantee, where they commit to delivering additional new build affordable homes. This will help to reduce their borrowing costs, increasing the number of new homes they can afford to provide.

The Government is introducing new permitted development rights that will allow office space to be converted into new homes without the need for planning permission from the local authority. The permitted development right, to be introduced in Spring 2013, will be in place for 3 years, and because local circumstances vary, local authorities will have an opportunity to seek an exemption if they can demonstrate there would be substantial adverse economic consequences.

The first section of the report outlines the characteristics of the private rented sector (PES), its growth and the drivers affecting its change. The analysis then turns to the characteristics of households living in the sector, before using cluster analysis to identify key sub-sectors in terms of household types. The trends in these characteristics and sub-sectors are tracked over the last ten years. Finally, the implications of the research are discussed in terms of the needs of the different sub-sectors and how the PRS can adapt to meet these more effectively.

The Government’s response to the review of the high street’s future, carried out by Mary Portas included the “Portas Pilots”, a competition to identify Town Team pilot areas to breathe new life into their town centres, high streets and local areas. This website has been created for all Town Teams to find the answers to the challenges facing high streets. It includes support, advice, resources, toolkits and websites.

Property investors are targeting green refurbishments in a bid to reduce risk and increase income according to new research published by the Urban Land Institute and PricewaterhouseCoopers. The report also claims that sustainable properties are increasingly commanding higher rents and values, as governments move to force companies to increase building’s energy efficiency and reduce their environmental footprint, so as to avoid potential environmental regulation linked to energy usage.
