Making the grade: The impact of office development on employment and city economies

A new report by Centre for Cities and supported by the British Council for Offices, shows that there is a striking mismatch between where offices are needed in the UK and where they are being built. This paper explores patterns of office development by looking at case studies of two large cities ( Bristol and Manchester) and two small cities (Cambridge and York) to gain a better understanding of how the office development market differs in these places. It finds that there is a bias toward larger cities in the office development industry.  Despite their economic potential, generally the industry views smaller cities as too risky to invest in.  This could limit their growth in the future and in response these smaller cities need to promote themselves as investment prospects to developers.

This document explores the relationship between local ambitions for arts, culture and creativity and economic development through planning in the Royal Borough of Kensington and Chelsea. The council aims to be the first UK local authority to integrate culture into its economic development through planning. Kensington and Chelsea has called on developers to embed culture and the creative industries into their thinking from the start of the development process and to be ‘more imaginative and bold’ in their proposals. The council has also launched a ‘creative district profiler’ which developers can use to identify the potential of a proposed site to become a creative district.

The RICS has published a report which examines how dwelling types and lifestyles can affect energy expenditure. It reveals that those renting in the private sector pay on average £31 more every year than homeowners and £90 more than tenants living in social housing.  Those who own their own property are more likely to effectively insulate and modernise heating facilities than private landlords, and consequentially see a direct impact on their energy use and spend.  However, a lack of incentives for private landlords to insulate their rental properties and update heating equipment is thought to result in higher bills for their tenants.
