Localis, in partnership with Cathedral Group, has published a report which highlights the potential for public land and assets to be used for developing new housing, reshaping public services, and boosting local economies.  The report found that councils are reacting to ongoing austerity by acting more like property developers, moving away a mentality of simply selling buildings and land for one-off capital receipts, and instead looking to redevelop assets to derive revenue income from them that they can use to help support public service, with the proportion of redevelopments shifting from a third of all disposals to a majority of disposals over the next 5 years.

This research project critically analyses the financing of cities by looking at San Francisco City and Bay Area examples of city finance that engage with real estate development. This research is needed to improve the way finance in urban spaces can maintain quality resources in economically constrained circumstances. These resources include market and affordable housing, water, energy, infrastructure, transport, industrial and commercial premises. In turn, this research into the financing of cities facilitates a greater quality of urban places and provides a more sustainable and resilient economic platform with which urban areas can thrive. In addition to providing some lesson outcomes when city finance works with real estate development, the research will inform practitioners, public and private built and natural environment professions, multi-disciplinary academics, and residents that are connected to cities.

Asset or liability? Owning a listed building in the 21st century

This report surveyed 130 private listed building owners and found that 80% believe listed building consent decisions can be illogical or inconsistent across different building types and applications. The findings commenting on listed building consent system and the application of conservation principles come from owners, not of stately homes but normal homes and businesses. These, according to the author Dr Patricia J Smith, represent by far the largest body of custodians caring for the national building heritage, but recent reforms in the Enterprise and Regulatory Reform Act 2013 are targeted mostly at improving the system for developers not for small scale owners.
