Town centres and high streets have buildings and roads, but the spaces in-between are what hold them together as a place, the open spaces, squares, urban green spaces and the network of streets, pavements and pedestrian thoroughfares that knit them together. All too often, these spaces are used as no more than that – thoroughfares – and we start to forget that they can be so much more. This report, published by the Department for Communities and Local Government, describes the many different ways in which these under-utilised assets can be used imaginatively to revitalise high streets and town centres, thereby increasing high street vitality, attracting footfall and boosting local economies. It is full of inspirational case studies, and signposts some of the key documents, guidance, tools and sources of support that could help local partners re-imagine the urban spaces in their area to help revitalise their local high streets and town centres.

Created by the Centre for Cities think-tank, this report compares how cities have progressed across measures such as population, employment and wages with the aim of illuminating how some cities have become more successful than others. The study says that skills are the most important factor determining long-term urban success. The report also shows that investment in infrastructure and other drivers of growth have helped some cities with a lower skills base in 1901 buck the trend.

Unlocking growth in cities

The Government has announced devolution of new powers to England’s largest cities in a series of unique deals that will help them invest in growth, improve local workers’ skills and create jobs, support local businesses, control budgets and improve critical infrastructure. The cities are: Birmingham, Bristol, Leeds, Liverpool, Newcastle, Nottingham, Sheffield, Manchester. These largest and most economically important English cities outside of London were invited to set out the powers they need to drive local growth in December 2011. In return, the cities have agreed to put in place stronger, more accountable local leadership and to spend their resources more efficiently. The resulting groundbreaking agreements signal a dramatic shift, freeing cities from Whitehall control.

The Government’s programme of city deals aims to help unlock their full potential, providing a major shift in the powers and levers available to local leaders and businesses to drive growth. The first wave of city deals has focused on the eight largest cities outside London and their wider economic areas. Each deal is bespoke and reflects the different needs of individual places but every deal aims to: Give cities the powers and tools they need to drive local economic growth; Unlock projects or initiatives that will boost their economies; and Strengthen the governance arrangements of each city. This document reports on the progress made in wave 1 and provides a summary of the city deals.

Cities Outlook 2012

Now in its fifth year, Cities Outlook 2012 is the authoritative economic index of the 64 largest cities and towns in the UK. It sets out how different cities are set to fare through the challenging economic circumstances of the year ahead. The report identifies the cities where glimmers of economic growth are likely to be evident, and those that are vulnerable to further economic stagnation. Cities Outlook 2012 focuses in particular on the nature of unemployment in different cities, distinguishing between those cities that have been hit hard by the impact of the recession, and those that are struggling with the challenges of long term and youth unemployment. The different composition of unemployment in different cities means that a nuanced, flexible and place-based policy approach is needed.

The British Council of Shopping Centres and Business in the Community have published the Retail Development Investment Framework. The framework has been produced in response to a lack of guidance for local councils and regeneration bodies in the evaluation of the potential retail-led private investment proposals.
