The International Building Exhibition (IBA) Hamburg will run from 23 March until 3 November 2013. About 60 projects will be exhibited to the public, following six years of project work and preparation. The IBA is an urban development project that combines architecture, urban planning and private housing construction with the transformation of socially disadvantaged areas and sustainability.

This EU-funded project came about as the towns of Rhyl, Holyhead, Athy, and Dún Laoghaire in Wales and Ireland have undergone physical/capital scheme regeneration works, but all have difficulties with the way in which they are perceived by four different communities: residents; businesses; the tourism and hospitality sector; and external opinion formers. This affects community regeneration adversely. The project therefore seeks to address these negative perceptions and improve the reputation of the towns by adopting a place branding methodology based on a process of community engagement. Focusing on engaging communities with the changing face of their towns, BRAND set to produce a toolkit whereby dependent on each town’s strengths, they could promote how the town was changing and what it had to offer to visitors effectively. Now BRAND is looking to help more regions across the UK and Ireland change the image of their towns and challenge negative perceptions to put their area on the map for the right reasons.
UK first? Improving Northern access to foreign direct investment

This report from the Institute for Public Policy Research explores the past and current performance of systems for securing foreign direct investment into the UK as a whole, and to the north of England in particular, with the aim of providing insight into the North’s future potential to maximise these incoming resources. The work includes a review of existing written evidence and targeted interviews with participants in, and users of, the inward investment system.

Because of the many benefits that inland waterways can deliver, a coordinated approach to their management and development is required, linked to the wider sustainable development of the regions through which they pass. How this can be best done is the aim of an EU-funded project Waterways Forward. The final conference was held to present insights for exploring and exploiting the great potential of these waterways for economic development and employment in line with Europe 2020 strategic objectives. A set of policy recommendations was agreed which it is hoped will be taken forward by EU policy makers. These can be viewed online.
Vibrant and viable places: New regeneration framework

The Welsh Government has launched its new regeneration framework. The new framework is the result of a review of approaches to regeneration in Wales and further afield that took place during 2012 and extensive consultation with partners from October to January 2013.

This working paper offers an evaluation of the performance of the port of Mersin, an analysis of the impact of the port on its territory and an assessment of policies and governance in this field. It examines port performance over the last decades and identifies the principal factors that have contributed to it. The effect of the ports on economic and environmental questions is studied and quantified where possible. The value added of the port cluster of Mersin is calculated and its interlinkages with other economic sectors in Turkey delineated. The major policies governing the ports are assessed, along with policies governing transport and economic development, the environment and spatial planning. These include measures instituted by the port authorities, as well as by local, regional and national governments.

The Local Infrastructure Fund prospectus formally invites organisations to come forward with land and property schemes that meet the fund criteria and which government can invest in, on a recoverable basis, to deliver economic growth. The Local Infrastructure Fund’s main objective is to provide an immediate economic boost, mobilising long-term private finance while providing a longer-term return on investment to the taxpayer.

The Chartered Institute of Housing Scotland has published the findings of a survey whose main aim was to gain a sense of how councils and registered social landlords saw the future prospects for housing’s contribution to regeneration in the current economic climate.

The Mayor of London has issued for public consultation draft supplementary planning guidance on Town Centres. This provides guidance on the implementation of London Plan Policy 2.15 Town centres and its associated Annex, and of other policies in the Plan with specific reference to town centre development and management. It also provides guidance on Policy 2.16 Strategic Outer London Development Centres and their potential to be developed as business locations with distinct strengths of greater than sub regional importance. Comments are requested by 31 May 2013.
