A new report from the Climate and Development Knowledge Network (CDKN) argues that government and business leaders must respond swiftly and decisively to the latest climate change science, and anticipate extreme weather-related disasters as they undertake strategic policy and business planning. The report contains practical examples from which others can learn, including cases from Central America, Central Asia, Mexico, Nepal and the Caribbean, involving tools and methods related to risk assessment, risk financing options, sector-level mainstreaming and legislation.

Climate neutral cities: How to make cities less energy and carbon intensive and more resilient to climatic challenges

The United Nations Economic Commission for Europe has published a report which outlines a range of systemic interrelated measures for a progressive transformation towards low-energy, low-carbon, highly resilient and ultimately climate neutral cities. Its recommendations fall under four main headings, with coordination through a well-managed city-level framework being perhaps the most essential ingredient for success. The four headings are: waste management; low carbon mobility; urban energy infrastructure; and urban form and green spaces. The report concludes by introducing a city roadmap for climate neutrality with guidelines for setting up an organisational framework and to developing priority actions.

Designing resilient cities: A guide to good practice

The Urban Futures Interactive Tool has been developed to help urban designers analyse the resiliency of their sustainability solutions – the things they are doing today in the name of sustainability, such as incorporating greywater recycling into a housing development or cycle paths across a city. The Tool has been developed using four UK-based scenarios and is thus applicable to sustainability solutions being implemented in the UK. However, the user can add alternative scenarios or additional aspects to the existing scenarios and in this way can tailor the tool to any context. A step-by-step guide to using this Tool (Designing Resilient Cities: a Guide to Good Practice) can be purchased from BRE.

It argues that the distinct design and composition of urban areas compared to rural areas alters climate change impacts in cities, leading to many diverse challenges for cities within Europe. Background paper for the Council of Europe’s report on resilient cities

The Congress of Local and Regional Authorities of the Council of Europe has adopted the resolution Making cities resilient based on the above report drafted by ICLEI Europe on behalf of the Congress. The new text supports the United Nations World Disaster Reduction Campaign. This initiative is aimed at raising awareness among citizens and local governments on the benefits of reducing urban risks, integrating the potential disaster risk into cities’ planning to protect critical infrastructure.
