The Fourth Meeting of the OECD Roundtable of Mayors and Ministers focused on financing and investing in urban sustainability, job creation, and resilient growth as a catalyst for economic recovery. Participants examined innovative investment options and finance models to meet these objectives as well as look at the role of key sectors and partnerships that drive change. As part of UNDP’s support to El Salvador, an international conference on strategies for adapting public and private infrastructure to climate change was organized in San Salvador on 30 June 2010. The conference highlighted many of the issues related to increasing the climate resilience of infrastructure. Proceedings of the conference have been made available in a publication from the UN Environment Programme.

Green building and climate resilience: understanding impacts and preparing for changing conditions

A new report, released by the U.S. Green Building Council (USGBC) and the University of Michigan’s Taubman College of Architecture and Urban Planning, describes how green buildings advance resiliency in disasters. This report represents one of the first attempts to compile all research on the impacts of climate change on the built environment in the United States and to link impacts with strategies for addressing them. It explores how climate change mitigation and adaptation efforts at all scales interact synergistically, with a focus on how green building professionals can approach adaptation in the built environment. It contains a set of specific strategies that can be used to enhance resilience and provide adaptive benefits, including ‘no-regrets’ strategies which aim to generate social and/or economic benefits whether or not climate change occurs. The information and strategies presented in the report provide a solid baseline from which green building professionals can begin to address climate change adaptation in their projects.

The Adaptation and Resilience to a Changing Climate Coordination Network (ARCCCN) has now evolved into a mature network of researchers and stakeholders focussing on the built environment and infrastructure sectors. There is active participation from 18 multi-disciplinary research teams involving 35 academic institutions, over 200 researchers and a wide variety of stakeholders from central and local government, business and industry. Working together through network activities, this community is providing evidence to enable the design of urban systems that are more resilient to climate change thus benefitting national economic stability and well-being. Key achievements across the network in 2011 are included in the latest annual report.

Stockholm Resilience Centre: Research Insights

The Stockholm Resilience Centre has generated research insights that call for a fundamental shift in perspectives and world views to guide action in a fashion that reconnects people to the biosphere. These insights help contribute to a broader understanding of social-ecological dynamics and resilience thinking. They are based on peer reviewed publications from the centre, combining and compiling individual publications into ‘research insight albums’. This compilation of Research Insights presents a selection of research findings that have emerged from the Centre since 2007.

This BRE Digest sets out an overall approach to building in flood-risk areas and the design of flood-resilient buildings, using a range of measures, including elements of resistance, resilience and avoidance. The approach is based on that which has been developed in all parts of the UK in recent years. It will be of relevance to developers, designers, planners, regulators and others who need to take into account managing flood risk to new development. The Digest is in two parts. This first part gives the background to building in flood-risk areas, and covers legislation, the principles of flood-risk assessment and the issues that define flood performance of buildings. It draws on the growing literature in this field to promote good practice and encourages responsible development that considers flood risk and addresses appropriate design and construction solutions. The second part covers designing flood-resilient buildings, and sustainable development and flood risk, and describes features and measures that can be used to protect buildings.

Caribbean Regional Research Diagnostic

This report supports the delivery of the Implementation Plan for the ‘Regional Framework for Achieving Development Resilient to Climate Change’ by documenting the knowledge gaps and information required and by providing an assessment of the Caribbean region’s research capacity. The Research Diagnostic found that universities within the region are working well together on many climate change and development issues and that several have established international relationships. The report found that regional programmes have strengthened research partnerships, and calls for efforts to be stepped up to support emerging research networks to ensure their continued development. Despite these considerable positive aspects and the fact that the research capacity of Caribbean universities is widely held to be high, the report also found there to be several important research gaps with regards to climate change preparedness, including: the impacts of climate change on coasts; water resources; agriculture and fisheries; energy; and tourism and health. Furthermore, the Research Diagnostic highlighted the need for further work to assess adaptation options in sectors such as water resource management, disaster management, agriculture and food security and energy sector responses.
