Martin Stumpler was Visiting Researcher at the University of Westminster in early spring 2014. As part of his doctoral research project on urban resilience, he has conducted a case study of Tottenham, London, where the English riots of 2011 originated. In this blog, Martin considers how resilience might best be understood from a socio-political perspective, using a neo-institutional framework, and reflects on Tottenham’s recovery process to date.

The objectives of this report are to explore the impacts of climate change on the information and communication technology (ICT) sector and the potential for adaptation, including the need for new standards to be developed.. It aims to raise awareness of the need to design and implement strategies for the sector to better prepare for, respond and adjust to the impacts of short- and long-term climatic manifestations. It gives an overview of the impacts, opportunities and challenges posed by climate change to sector stakeholders; it identifies existing and emerging adaptive measures and provides suggested actions to strengthen the ICT sector’s approach to adaptation.

Now entering its fifth year, the Pacific Cities Sustainability Initiative convened a group of more than 150+ urban sustainability experts from across the globe for its second invitation-only dialogue focused on contemporary urban sustainability challenges, and exploring promising new approaches to creating cities that are both resilient and livable. This is the third International Science and Policy Conference on the resilience of social and ecological systems. The aim was to create an arena for exchanges and discussions articulating concepts and practices of adaptation, transformation and development. Abstracts are available together with a video of the masterclass. In preparation for the international conference in 2014, a number of scientific activities and events were held to promote a collective expertise on the resilience of social and ecological systems. Presentations from these are also available.
How cities in developing countries are becoming more resilient

This blog argues that good development provides the basis for climate change adaptation both in the sense of resilient infrastructure (piped water, drains, all-weather roads) and better quality houses. It adds that providing these, also develops the institutional and financial base for climate change adaptation. A link is also provided to the urban chapter in the new Intergovernmental Panel on Climate Change (IPCC) report.

A report by the property group Grosvenor has ranked the world’s leading cities according to their resilience to, amongst others, climate change. The three most resilient cities are Canadian, while London rates 18th, which despite its good adaptive capacity, suffers because of its lack of affordable housing.

The authors of this report assess the extent to which local enterprise partnerships are addressing and planning for the long-term economic and social challenges that their areas face. This report assesses the strategies that Local Enterprise Partnerships (LEPs) were tasked with drawing up in order to win a share of the Local Growth Fund, appraising them against a newly-developed ‘LEP resilience framework’ which assesses key areas of policy, including innovation and entrepreneurship, corporate social responsibility, infrastructure investment, accountability and environmental sustainability.
