Low carbon resilient development in the least developed countries: Emerging issues and areas of research

Low-carbon resilience has become the new buzzword in climate change policy; it is an agenda that tackles reducing carbon emissions (climate change mitigation) while simultaneously building climate resilience (climate change adaptation) and supporting development in a supposed win-win policy agenda. This approach is linked to green growth policies, low carbon development and low emission development strategies and is also supported by negotiations at the UNFCCC that are seeking to find linkages between these agendas. Although least developed countries (LDCs) are responsible for less than five per cent of global greenhouse gas emissions; nine of them have developed plans to bring together these three issues into one single agenda. Our research has found, however, that the rhetoric is greater than the actions and a learning-by-doing approach is necessary to generate robust evidence on where to find, and how to support, ‘win-wins’.

The objective of this paper is twofold. First it illustrates and discusses some of the challenges related to the measurement of resilience by reviewing some of the most recently published and grey literature on resilience in relation to food security. Second it proposes a new framework that addresses some of the concerns and limitations of resilience measurement identified in that literature.

The goal of transforming one of the largest and most populous metropolis in the world in a green, safe and resilient space was one of the highlights during the term of Mr. Marcelo Ebrard as Head of Government of Mexico City between 2006 and 2012. With an area of less than 1 percent of the national territory, Mexico City and its surrounding metropolitan area have more than 22 million people. In 2010, Mexico City was acknowledged as one of the “role model cities” by the United Nations Office for Disaster Risk Reduction (UNISDR), in the context of the world campaign titled “Making Cities Resilient: My City is getting Ready!” With more than 30 years in the public sector, a very well-known champion of the world campaign and current President of the Global Network for Safer Cities, Mr. Ebrard discusses some of his achievements, challenges and personal vision on disaster risk reduction and on building resilience.

With an ever-increasing number of people on the move, migration and its effects will be defining features of societies and environment in the 21st century. Exposing the linkages between human mobility, the environment and disasters is especially relevant in the context of the post Hyogo Framework for Action and ongoing dialogues on the global post-2015 development agenda. To contribute to the international development dialogue, the International Organization for Migration has launched the Compendium of Activities on DRR and Resilience. It draws on the wealth of lessons the Organization has learned from its activities in the field to illustrate the complex nexus between the environment and migration. The Compendium aims at exploring the multiple ways in which mobility influences vulnerability and resilience at the individual, community and society level, as well as at highlighting how innovative, comprehensive solutions can be used to address the different aspects of this issue.

This is the first in an ongoing series of research volumes which LSE Cities are publishing with Routledge. Cities house the majority of the world’s population and are the dynamic centres of 21st century life, at the heart of economic, social and environmental change. They are still beset by difficult problems but often demonstrate resilience in the face of regional and national economic decline. Faced by the combined threats of globalisation and world recession, cities and their metropolitan regions have had to fight hard to maintain their global competitiveness and protect the quality of life of urban residents. This book provides insights in how cities can respond positively to these challenges. It presents a fine-grained and authoritative analysis of how Barcelona, Turin, Munich and Seoul have been transformed in the last 20 years, and examines the comparative patterns of decline, adaptation and recovery which have successfully managed to transform their economies in the face of economic hardship.
