The BSRIA Briefing is an annual building services event of presentations and Q&As with leading industry speakers. This year’s Briefing addressed the cloud of confusion that faces our sector in understanding what the energy mix is going to look like in the future so that professionals can offer solutions that meet today’s immediate economic as well as regulatory requirements. Consideration was given to the energy needs upon which forthcoming commercial investment and development depends, whilst recognising that structures will not only be expected to perform successfully over several decades, but also improve social conditions and effectively protect the environment. A joint report from Better Building Partnership (BBP) and Jones Lang LaSalle highlights the importance of measuring and achieving reductions in actual energy consumption. Using data gathered from over 200 buildings over the past four years, the study measured the actual energy performance of BBP members’ managed properties in London with surprising results. The report considers whether Energy Performance Certificates alone are sufficient to deliver the Government’s targets to ‘de-carbonise’ the UK’s built environment, and how successful the property industry is in tackling the issue of reducing actual energy consumption. It also contains recommendations and guidance for both owners and occupiers.
Sustainable Design Toolkit

The Hertfordshire Building Futures Partnership launched a consultation on the new Sustainable Design Toolkit at a stakeholder event held at BRE, Watford on 20 November 2012, marking the start of a process to allow individuals, groups and organisations, including developers, architects and local authorities, to comment and give valuable feedback on the toolkit. The Toolkit is the result of a year-long project, undertaken in collaboration with Hertfordshire local authorities, with help and support from individuals, groups and organisations including the Building Research Establishment, Town & Country Planning Association, the Herts and Beds Constructing Excellence Network, the University of Hertfordshire and members of the Hertfordshire Design Review Panel. Using a virtual townscape, users of the toolkit can choose one of six development types, from extensions to large scale mixed use development, to navigate a wealth of sustainable design guidance on issues such as water, climate change and place making, in a visual and engaging way. Comments are requested by 18 January 2013.

This is the third ASEAN Conference on Environment-Behaviour Studies which aims to publicise more behavioural studies involving Asian communities living in both ASEAN and non-ASEAN countries. Papers from the event are available in an issue of Procedia: Social and Behavioural Sciences.

This conference exists to spread learning between those who are interested in the field of low energy building design in the UK. The first day covered policy, regulations and projects, while the second day included technical workshops and seminars covering costs, procurement, design, supply chain and other relevant issues. The Invest in Innovative Refurb programme will introduce new, energy efficient, technologies and processes to the refurbishment of non domestic buildings, with the aim of reducing energy use in the existing building stock. The Government is to fund a £10 million, three-year, competition that will show how innovative technologies and processes can be used to make significant energy savings in non domestic buildings such as schools, shops, offices and hotels. Data Hub for the Energy Performance of Buildings

The Buildings Performance Institute Europe (BPIE), has launched an open data portal gathering technical data on buildings performance in Europe. The new portal presents facts and figures collected in the framework of the BPIE’s “Europe’s Buildings under the Microscope” study released in 2011. By providing in depth data about energy efficiency in European buildings, the new platform aims to assist policy-makers at EU level Member State level, technical experts, buildings professionals, researchers, academics, and consultants. It provides them with the possibility to access country profiles, search specific parameters, generate overviews and graphs as well as screen the underlying data. The tool allows for cross-country comparisons and cost free downloads. Suggestions for data updates and corrections will be possible through online forms. The data will be enriched over time with additional topics and information generated through data exchange projects and research partnerships. BPIE is inviting any other organisations interested in joining their effort to increase data transparency about the energy performance of the European building stock.
Improving energy efficiency in buildings: Resources guide for local authorities

This guide has been developed by the Department of Energy and Climate Change and the Department for Communities and Local Government. It is intended to act as a resource for local authority personnel who are involved in climate change mitigation in the built environment to support the planning and delivery of projects. Local authorities are uniquely placed to assess the needs of their local areas and residents and to act as catalysts for change to improve the energy efficiency of, and reduce carbon emissions from buildings. These resources can support that role. This collection of resources will also support local authorities as they prepare reports required by new guidance under the Home Energy Conservation Act 1995 on measures they propose to take to significantly improve the energy efficiency of residential accommodation in their areas.
