Inquiry into sustainable construction and the Green Deal

The All Party Parliamentary Committee for Excellence in the Built Environment is launching a far reaching inquiry into sustainable construction and the Green Deal, and it is calling on firms, organisations and individuals in the sector to submit evidence on best practice, challenges and barriers. Feedback is requested on the spectrum of green construction and policies. These include: Evidence of best practice of sustainable construction in the built environment, and how this could be repeated; Barriers to sustainable construction and how these could be overcome; Progress on sustainable homes; The Green Deal – is the policy the right one and what can be done to ensure take up. The closing date for evidence submissions is 30 November 2012. The Commission will hold sessions in January to March 2013 to invite selected organisations to present oral evidence in support of their submissions. The findings of the Inquiry will be published before the parliamentary recess in early summer 2013.

The provision of a green roof is increasingly becoming part of local government planning requirements, for example in Sheffield, where this programme was filmed, the council requires that new buildings in excess of 10,000m2 or of ten dwellings or more have 80 per cent vegetated cover. This programme looks at the different types of green roof and examines how they are made and maintained.

The members of ENCORD (European Network of Construction Companies for Research and Development) have developed a measurement protocol, along with partners from other like minded worldwide construction organisations, to detail the method to be used when measuring the greenhouse gas (GHG) emissions of an organisation within the construction sector. This document will be updated from time to time to take account of any new standards or changes to current methodologies.
High rise hope: The social implications of energy efficiency retrofit in large multi-storey tower blocks

This document is a report to Rockwool, who funded this study into the social effects of energy efficiency measures in large multi-dwelling occupancies, using the Edward Woods Estate in the London Borough of Hammersmith and Fulham as a case study. Rockwool is the insulation provider to the £16.13 million low carbon refurbishment of the estate, working alongside ECD Architects, and The Breyer Group (the main contractor). The study was carried out by the LSE Housing and communities is a research and consultancy group within the Centre for Analysis of Social Exclusion (CASE) at the London School of Economics and Political Science led by Professor Anne Power.
Buying sustainable timber: A guide for public purchasers in Europe

The new Sustainable Timber Action (STA) project guide for European Public authorities provides procurement guidelines and support on sourcing timber sustainably and socially responsibly. It contains text and criteria for legally sound tenders for a variety of timber products which can be directly used. The guide covers the basics of sustainable timber procurement but also offers help for procurers who want to address social and ethical issues along the supply chain more strongly. A straightforward procurement model is also offered in the guide, with text which can be directly inserted into tendering documents.

The International Sustainability Alliance, an international group of real estate investment companies, corporate occupiers, financial institutions, consultants and professional bodies has developed benchmarks for key resources consumption and building types across the globe. It has drawn on data gathered by its members to produce benchmarks covering energy consumption, CO2 emissions and water use for offices, retail premises and warehouses in Europe, Asia and Africa.

The University of East Anglia’s Adapt Low Carbon Group has published a report which claims that today’s quality standards for construction could leave the country unable to meet climate change targets, and makes recommendations for radical changes in construction practice. The report reveals that energy bills for new homes are likely to be higher than anticipated and that occupant health may suffer from poor indoor air quality. The report is the result of a four-year study of building performance in Sweden, Germany, the UK, and elsewhere in Europe as part of Build with CaRe – a European programme promoting energy-efficient buildings.
