Building Energy Efficiency Policies Database

International Energy Agency (IEA) has launched the Building Energy Efficiency Policies (BEEP) database, which will act as a global one-stop shop for buildings energy efficiency policies.  Policy makers, industry and researchers worldwide will be able to access this database and look at effective policies which are being implemented. These policies include: Buildings Energy Codes, including minimum energy performance requirements that focus on achieving Zero Energy Buildings; Buildings Energy Labels which increase awareness about energy consumption in the buildings sector; and Incentives schemes for capacity building, technical assistance and raising awareness.

Supply, demand and the value of green buildings

This paper investigates the dynamics behind the financial performance of London’s environmentally certified commercial building stock within the context of a changing supply and demand framework, measured by realised sales transactions and achieved rents over the 2000 to 2009 period. Addressing the economic fundamentals driving the value of “green” (i.e. supply and demand), this paper makes two contributions to the nascent literature on commercial building energy efficiency. Mainly, the authors investigate the role of the green building supply on market dynamics by assessing the impact of growing competition of environmentally certified real estate on “certified” and “non-certified” real estate prices.

There appears to be a growing body of research evidence that new housing is failing to deliver the anticipated levels of CO2 emissions. But there is relatively little understanding within the wider industry of what might be causing this. It seems that somewhere between a home’s design and its occupation, a gap can develop between the expected and the actual energy consumption. With interest in the performance gap  growing within both industry and government, this report considers the evidence for the gap, what factors might be contributing to it and how their effect could be mitigated. RICS has published the results of research which aims to address some central issues around the impact of sustainability on future property investment decisions. The report examines Display Energy Certificate (DEC) data from over 60,000 buildings to build a picture of how climate change is affecting operating costs and investment decisions in the UK commercial property sector. The aim of this research is to identify potential long-term financial risks associated with particular types of commercial building and to contribute to establishing a business case for mitigation and adaptation strategies that can target the most vulnerable business classes. A distinction is drawn between mitigation (reducing carbon emissions and so reducing the risks associated with climate change in the long term) and adaptation (responding to the impacts of climate change), although both have a role to play.

Building on the success of the 2011 event, the 2012 Conference attracted a strong line up of speakers from across the housing sector, energy and finance, with encouraging levels of support from sponsors, exhibitors and delegates. The theme of the 2012 Conference was ‘Progress towards 2016’ and the agenda was structured to shed light not only on the valuable progress that has been made, but also, crucially, what we need to do now to maintain momentum in the remaining years up to 2016. Key sessions of the day included a consideration of higher level policy on zero carbon homes by Stewart Baseley, HBF, and Mark Clare, Barratt Developments.  Further sessions covered the link between policy and delivery, consumer focus and practical delivery, each drawing on insights from professionals involved in housing policy and the planning, design and construction of homes. The TABULA (Typology Approach for Building Stock Energy Assessment) project team hosted this international expert workshop, with focus on “European Building Typologies”. The main theme of the workshop was the energy performance of the European building stock. Methods for data collection and assessment, design of building typologies, building stock models and scenario calculations were presented and discussed. Presentations are available online. Green building and climate resilience: understanding impacts and preparing for changing conditions

A new report, released by the U.S. Green Building Council (USGBC) and the University of Michigan’s Taubman College of Architecture and Urban Planning, describes how green buildings advance resiliency in disasters. This report represents one of the first attempts to compile all research on the impacts of climate change on the built environment in the United States and to link impacts with strategies for addressing them. It explores how climate change mitigation and adaptation efforts at all scales interact synergistically, with a focus on how green building professionals can approach adaptation in the built environment. It contains a set of specific strategies that can be used to enhance resilience and provide adaptive benefits, including ‘no-regrets’ strategies which aim to generate social and/or economic benefits whether or not climate change occurs. The information and strategies presented in the report provide a solid baseline from which green building professionals can begin to address climate change adaptation in their projects.
