The OECD Green Growth Strategy, launched in May 2011, provides concrete recommendations and measurement tools to support countries’ efforts to achieve economic growth and development, while at the same time ensure that natural assets continue to provide the ecosystems services on which our well-being relies. The strategy proposes a flexible policy framework that can be tailored to different country circumstances and stages of development. OECD Green Growth Papers complement the OECD Green Growth Studies series, and aim to stimulate discussion and analysis on specific topics and obtain feedback from interested audiences. The latest paper in the series takes stock of the latest developments in the overall economic and social conditions in countries in Eastern Europe, Caucasus and Central Asia (EECCA), market signals and environmental governance arrangements that may facilitate the shift towards green growth, and discusses possible barriers and measures to overcome them. At the same time, the report delineates the possible elements of a more coherent and effective reform agenda. In such a way the report aims to serve as background and a starting point for follow up development of green growth policies in EECCA.

Whereas the first Rio conference in 1992 produced international treaties on climate change and biodiversity that were hailed as landmarks in human history, this year’s summit produced a 53-page document entitled The Future We Want, which has been widely derided for being weak and meaningless. KPMG has issued this special edition of Sustainable Insight for an overview of the outcomes of the conference, the implications for business and a summary of the Rio+20 commitments.

The aim of the Local Sustainability 2012 study is to document the variety of local processes for sustainability that have emerged globally since the 1992 Earth Summit. Local initiatives, many of them inspired by Local Agenda 21, have made a lasting mark not only on local but also on national and international governance systems, changing profoundly the way we think about sustainable development and pushing the boundaries of what is achievable. The Local Sustainability 2012 study consists of two complementary reports: Taking Stock and Moving Forward. Although progress has been made since 1992, sustainable development has not gained the traction those at the original summit would have hoped. The authors, including leaders from politics, business, NGOs, economics, science and the youth movement, including Deputy Prime Minister Nick Clegg, give opinions about why this is, the lessons we have learned and where we go next. Taken together they make a powerful case for sustainable development being at the centre of any new settlement that emerges from the current economic crisis.
