Local Sustainability 2012

The aim of the Local Sustainability 2012 study is to document the variety of local processes for sustainability that have emerged globally since the 1992 Earth Summit. Local initiatives, many of them inspired by Local Agenda 21, have made a lasting mark not only on local but also on national and international governance systems, changing profoundly the way we think about sustainable development and pushing the boundaries of what is achievable. Taking into account current discussions on the international governance framework for sustainable development, one of the key themes of the Rio+20 Conference, the main focus is on placing local sustainability initiatives within a broader national and international context, in order to identify opportunities and barriers to scaling up local action. With this in mind, the following questions are addressed:
What are the main driving forces behind local sustainability processes? How do different driving forces influence the development of local sustainability processes?
What are the key reference frameworks that influence the scope and ambition of local action? How are these frameworks developed and what is their impact on the local level?
Looking at two decades of local sustainability processes, what changes have they brought about? How has the role of local governments changed, on the local, national and international level?
Looking into the future, the study proposes a list of recommendations to leaders at the national, international and local level.
Heathrow Garden City

Heathrow airport should be turned into a garden city if a new hub is built elsewhere, according to Graeme Bell, vice-president of the Town and Country Planning Association. He proposes turning Terminals 1, 2 and 3 into mixed-use commercial development, and suggests putting a retail park at Terminal 4 and building homes for 30,000 people across four so-called garden suburbs.
Living Planet Report 2012: Biodiversity, biocapacity and better choices

The ninth edition of WWF’s Living Planet Report has been published. It documents the changing state of biodiversity, ecosystems and humanity’s demand on natural resources; and explores the implications of these changes for biodiversity and human societies. The report highlights that current trends can still be reversed, through making better choices that place the natural world at the centre of economies, business models and lifestyles.
Designing resilient cities: A guide to good practice

The Urban Futures Interactive Tool has been developed to help urban designers analyse the resiliency of their sustainability solutions – the things they are doing today in the name of sustainability, such as incorporating greywater recycling into a housing development or cycle paths across a city. The Tool has been developed using four UK-based scenarios and is thus applicable to sustainability solutions being implemented in the UK. However, the user can add alternative scenarios or additional aspects to the existing scenarios and in this way can tailor the tool to any context. A step-by-step guide to using this Tool (Designing Resilient Cities: a Guide to Good Practice) can be purchased from BRE.

The Centre for Low Carbon Futures and the Centre for Climate Change Economics and Policy jointly held a workshop between local authorities and members of the finance community, on how to mobilise the money we need to fund large scale projects that reduce carbon impacts of local authorities.
Sustainable low-carbon city development in China

By embarking on a low-carbon growth path, China’s cities can help reach the country’s targets for reducing the energy and carbon intensity of its economy, and become more livable, efficient, competitive, and ultimately sustainable, according to a new report from the World Bank. The report aims to provide central government policymakers and those of municipalities, cities and townships in China with practical lessons on sustainable low-carbon development, based on the World Bank’s experience and its long-term relationship with many Chinese provinces and cities.

While this resource is primarily for academics (including curriculum and educational developers and practitioners), policy makers, senior managers and support staff who want to know more about ESD will also find it helpful.

The Shanghai Manual is a resource on sustainable urban development to mayors, urban planners and decision-makers of cities around the world. The chapters of the Manual are used as training modules in workshops that are organized by UN/DESA training centers, such as the UN Center for Regional Development, as well as other capacity building entities. The publication contains many examples of innovative leadership and distills the lessons of experiences in sustainable urban development, providing practical advice on policies and best practices. The Manual does not present theoretical discussions, but is based entirely on practical solutions to real world challenges. It provides innovative ideas, tactics and solutions that have been successfully applied at the city level.
