This European Sustainable Development Network (ESDN) Quarterly Report provides an overview of the concept sustainability transitions and transformative environmental and sustainability policies and thus deepens the work that started by preparing the 11th ESND Workshop (Berlin, June 25-26, 2014) on the same topic. In general, sustainability transitions take place in the context of ongoing and very lively debates about future aspects of sustainable development on the international level (e.g. Rio+20 follow-up, post-2015 debate and SDGs) and important developments in Europe and on the national level. For example, EU level policy strategies formulate long-term visions for society and include objective for economic, societal and environmental innovations. In addition, several European countries (e.g. Belgium, Finland, France) work towards societal commitments for sustainable development, transformative issues, and long-term perspectives up to 2050 which signal important new angles for sustainable development.

The report comes ahead of the UN’s Open Working Group on Sustainable Development Goals (OWG) meeting in September 2014. 2nd GLOBE Natural Capital Accounting Study: Legal and policy developments in twenty-one countries

Working in partnership with the Global Legislators Organisation, GLOBE International, the UCL Institute for Sustainable Resources has published a major review of national laws and policies in 21 countries concerning natural capital accounting. The study featured contributions from 56 individuals, including parliamentarians, government officials, external consultants, and subject matter experts from UCL. Natural capital accounting is a process that supplements conventional measures of economic activity such as GDP, to provide data and information concerning the economic importance of environmental assets. The study identifies a flexible set of options for enabling natural capital accounting, highlighting key experiences, challenges and lessons learned in the 21 featured countries. It also outlines a roadmap for future action to improve the global knowledge-base concerning legal and policy options for managing natural capital.

Introduction and Proposed Goals and Targets on Sustainable Development for the Post2015 Development Agenda

One of the main outcomes of the United Nations Conference on Sustainable Development (Rio+20), held in Rio de Janeiro in June 2012, was the agreement by Member States to launch a process to develop a set of sustainable development goals (SDGs). Rio+20 did not elaborate specific goals but stated that the SDGs should be limited in number, aspirational and easy to communicate. The goals should address in a balanced way all three dimensions of sustainable development and be coherent with and integrated into the UN development agenda beyond 2015. A 30-member Open Working Group (OWG) of the General Assembly, established on 22 January 2013, is tasked with preparing a proposal on the SDGs. A draft document has now been produced on proposed goals and targets on sustainable development.
