EU-wide establishment of enduring national and European support networks for sustainable urban mobility (ENDURANCE)

The ENDURANCE project aims to build 25 national networks and an overarching European network organisation on Sustainable Urban Mobility Plans. The main target groups are urban mobility professionals, cities and national authorities. The ENDURANCE networks will offer a training and policy exchange programme based on yearly national meetings in each country as well as on international meetings. The project is represented in 25 countries, and one objective is to motivate 250 cities to participate in the networking and to develop, improve and/or implement a Sustainable Urban Mobility Plan.

This project provides a platform for stakeholders of all areas of the European Transport sector to develop a common view and strategies of how four key goals of the 2011 White Paper on Transport can be achieved. The underlying assumptions are that policy making should be based on an in-depth understanding of all stakeholders’ positions and that co-ordinated action is more effective than solo attempts. TRANSFORuM focusses on the following four key goals of the White Paper: urban mobility; freight, IRS; and high speed rail.

This paper sets out the results of York Aviation’s analysis of the potential passenger route networks at the London airports in 2050. Transport for London (TfL) had asked York Aviation to consider the shape of potential route networks for the London airports in 2050 based on available evidence. This is intended to support on-going work around consideration of the economic benefits associated with the development of significant new airport capacity for London. This paper deals exclusively with passenger flights.

This Executive Summary presents a selection of key findings from a five-year research study of Decision-Making in the Planning, Appraisal and Delivery of Mega Transport Projects (MTPs): Lessons for Decision-makers (OMEGA 2 Study) carried out at University College London.. For the purposes of this research, MTPs are defined as land-based transport infrastructure investments within and connecting major urban areas and metropolitan regions in the form of bridges, tunnels, road and rail links, or combinations of these. The OMEGA Centre contends that judgements of project ‘success’ also require consideration of a wider range of matters including: the projects’ ability to meet objectives that emerge over time and which ultimately impact on project outcomes; changing societal, political and environmental values and priorities that evolve over time which further alter expectations of MTPs; changing ‘visions’ among different stakeholders involved in MTP development; and different values, priorities and expectations that prevail in different development and cultural contexts.

The concept of urban mobility is built on the idea that movement in town is not only a technical issue but also a social issue that has to deal with urban practice, spatial behaviour, and relation to the environment. Urban mobility invites cities stakeholders to enlarge their vision of urban transportation to a more systemic and global approach: movement in town cannot be understand without taking into account the technical conditions of moving (urban transportation), the organization of activities (urban structure), the daily practice of inhabitants and visitors (urban society), the quality of space (urban landscape) and the measures taken by decision-makers to shape the city (urban policy). More than a concept, urban mobility is a framework, meaning a basis to build new relations between people and space, and to propose more services to the inhabitants.  The first two days of the workshop was by invitation only, and the following seminar open to the public, are part of the program of the World Mobility Week. The workshop focused on the case of Lisbon to discuss and design a project redefining mobility in a complex topographic environment. Technical solutions are many, ranging from surface equipment or air system to mixed solutions (stairs, ramps, passages, lifts, funicular), etc. Presentations are available online.

The European Commission’s NAIADES action programme adopted in 2006 aimed to bolster the advantages of inland waterway transport and tackle a number of obstacles that could prevent it from being used to its full potential. In view of the opportunities and challenges that the sector is facing, the Commission has decided to update and renew the NAIADES programme until 2020, and to align it with the Transport White Paper. The NAIADES II programme focuses on making long-term structural changes in the inland waterway transport sector, to enable it to contribute fully to the Europe 2020 strategy, which aims at smart, sustainable and inclusive growth. For this to happen, the quality of the sector’s operating conditions should be improved, including infrastructure, environmental performance, markets and innovation, jobs and skills and integration into the logistics chain.
