The CIVITAS Forum Conferences bring representatives of CIVITAS Forum Network member cities including their politicians and technical experts together once a year. The meetings include plenary and smaller technical and roundtable sessions. This ensures ample opportunity for contact and exchange between participating cities. This conference explored successful aspects of sustainable mobility and public space planning, and as the CIVITAS Plus Final Conference, the event also reflected on four years of CIVITAS Plus and gave significant visibility to the results of the third phase of the initiative. A summary of technical presentations is available together with presentations from the following sessions: streamlining urban rail; card-based ticketing; multi modal networks; integrated measures to boost public transport; mobility marketing; strategies to involve stakeholders; making cities safe for walking and cycling; more sustainable car use; bosting cycling levels; sustainable urban mobility plans; intelligent transport systems; electric mobility; and low emission zones and other measures to lessen freight’s impact.

The International Air Transport Association (IATA) reported global traffic results for August 2012 showing demand for air transport continuing to flatten-out, but with significant regional variations. Freight volumes shrank as business and consumer confidence continued to slip.

This conference marked the launch of the public consultation on the EU’s urban mobility activities in the context of the White Paper Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system. The event was aimed at institutional stakeholders as well as local government, transport users and operators, and industry and research representatives. It also considered the accomplishments of the CIVITAS initiative. Launched in 2002, CIVITAS celebrates its 10th anniversary of supporting cities in implementing ambitious transport measures and policies towards sustainable urban mobility. Research and innovation for Europe’s future mobility: Developing a European transport-technology strategy

The European Commission is preparing a strategic framework for transport research, innovation and deployment, based on the White Paper’s vision for an integrated, efficient, safe, secure and environmentally friendly European transport system by 2050. The first proposals for this framework are presented in this Communication, adopted in September 2012. The Communication summarises the achievements of the European transport sector in research and innovation, outlines remaining issues and presents ideas for better serving the needs of European citizens and businesses. The Commission aspires to facilitate coordination of public and private research and innovation efforts across Europe. Addressing the challenge of deploying innovative transport solutions is of particular interest.

This document sets out guidance to supplement the policies in the 2011 London Plan (LP) relating to land for industrial type activities and transport. The SPG provides advice on how to implement these policies, in particular LP Policy 2.17 on Strategic Industrial Locations, Policy 4.4 on Managing Industrial Land and Premises; and Policy 6.2 on Providing Public Transport Capacity and Safeguarding Land for Transport.

The Department for Transport has published guidelines on the level of monitoring and evaluation it requires Local Authority Major Scheme promoters to carry out for ‘Supported Pool’ and ‘Development Pool’ Local Authority Major Schemes. Monitoring and evaluating the investment in Major Schemes is important to assess whether the programme has delivered value for money and to ensure that lessons are learnt for further investment decisions.

European road freight transport declined in 2011 in terms of tonne-kilometres (tkm) after a slight recovery in 2010, reflecting the economic climate. However, there was a small rise in tonnage terms. Cabotage bucked the trend by growing strongly in 2011. National, international and cross trade transport declined. Further details can be found in this publication from EUROSTAT.

The theme of the 17th International Symposium of Logistics, New Horizons in Logistics and Supply Chain Management, reflects the changes taking place across the world today in terms of shifting supply and demand for both goods and services, taking as a backdrop China’s rapid rise, widely acknowledged now as the manufacturing hub of the world. Government’s plans for High Speed rail can help meet carbon emissions targets, but only if supported by a set of bold policy initiatives which are not currently in place. That is the message from a new report commissioned by three prominent environmental organizations. Its aim is to identify objectively the key factors that will determine HS2’s contribution to reductions in the UK’s carbon emissions and the steps that need to be taken to ensure that a consequence of HS2 is that carbon emissions are reduced.
