Eltis: the urban mobility observatory

The European Commission has officially launched the enhanced Eltis website, Europe’s main observatory on urban mobility. The new Eltis has been re-designed and developed to make searching for and gathering valuable urban mobility tools and resources easier than before. The editorial content is being transformed; new case studies are being produced to a high standard, expertly written and focused on actions, results and what lessons can be learned for other cities. Plans for an overhaul and update of existing case studies are also underway. Eltis has also integrated the content from the Sustainable Urban Mobility Plans website (formerly MobilityPlans.eu), including it in a new Mobility Plans section. This new section provides in-depth information on how to develop and implement mobility plans, with relevant guidelines, resources and a database of cities that are already involved.

Lessons from major rail infrastructure programmes

The National Audit Office has published the results of a review of five major rail projects sponsored by the Department for Transport since 1998, highlighting lessons the Department for Transport should apply to current and future rail programmes. The projects are the Channel Tunnel Rail Link (later called High Speed 1) and the modernisation of the West Coast Mainline, and ongoing projects: Crossrail, Thameslink and High Speed 2. The report argues that Government decisions on major rail projects have been made using a lack of common sense and ‘unrealistic analysis’.

Ultra Low Emission Zone for London

The Mayor of London  and Transport for London have launched a public consultation on proposals to introduce the world’s first Ultra Low Emission Zone (ULEZ) in the capital on 7 September 2020, to significantly improve air quality and in turn the health of Londoners. During 2013 Steer Davies Gleave was involved with 20 LSTF projects, including six household based Personalised Travel Planning (PTP) projects, three workplace travel planning projects, and seven web-based journey planners. This report sets out proposals for how to maximise the benefits of HS2 in the north and how transport links can be improved in the north of England more widely. In the report, the new chairman of HS2 Limited identifies the vital importance of improving east west connectivity across the north and considers the central role a high speed rail link could play. He concludes that with a high speed link the journey time between Leeds and Manchester could be cut from around 55 to between 26 and 34 minutes.

This review undertaken by TfL Planning attempts to bring together analysis of a range of different travel trends that have been observed in London in recent years, and to understand what has caused them and how they interrelate. Given that there are so many factors that can influence travel demand, the review does not claim to prove all of the reasons why the trends that have developed over the past two decades have been observed. Rather, it aims to offer a plausible explanation for the trends in travel demand based on a description of some of the major factors that have had an influence. A series of supplementary reports will be published to explore particular aspects of the topics covered in more detail than can be covered here.
