Designing a successful Transport NAMA. Bonn, 16 May 2012

This event focused on the design of successful Transport Nationally Appropriate Mitigation actions (NAMAs). Several new tools were presented and presentations included ‘work in progress’ from the Environment Directorate of the OECD which is looking particularly at a green investment policy framework for transport infrastructure with a focus on low carbon and resilience. Reopening railways: the case for growing the rail network and how it can be achieved

The Campaign for Better Transport has published a paper which calls for the reopening of some rail lines closed under the Beeching proposals some fifty years ago. The paper presents the case for reopening and proposes that Government uses the next round of investment in the rail industry to implement a number of proposals.

This document sets out our draft sustainable framework for UK aviation (referred to as the “Aviation Policy Framework”). It is a consultation document and has been informed by the over 600 responses the Department received to its scoping document. It is a high-level strategy, setting out the Government’s overall objectives for aviation and its policies to achieve those objectives. Comments are requested by 31 October 2012.

Accessibility Statistics 2011

They provide a local-level measure of the availability of transport to key services (covering food stores, education, health care, town centres and employment centres) for the populations who use them. They are widely used in accessibility planning by local authorities.

The completion and sale of High Speed 1

The House of Commons Public Accounts Committee has published the findings of its inquiry into the completion and sale of the high speed rail link to the Channel Tunnel (HS1). The Committee concludes that while HS1 provides an efficient service, contributing in an important way to British transport infrastructure, there were costly mistakes in the history of the project, and adds that these must not be repeated with HS2. The Committee considers the root of the problem to have been the inaccurate and wildly optimistic forecasts for passenger numbers both when the line was being planned and when the Department restructured its  deal with the contractor. The Department failed to take into account the growth of low cost airlines or the competitive response of the ferry companies. The Committee expresses further concern that the Department for Transport does not have a full understanding of the wider economic impact and regeneration benefits of transport infrastructure, including HS1, to inform future investment decisions.

As part of the Committee of the Regions’ 5th European Summit of Regions and Cities, which was held on 22 and 23 March 2012 in Copenhagen, the Committee invited its members as well as a variety of European associations and cities from across Europe to showcase their recent urban projects in the following four areas: architecture and town planning (’Beautiful Cities’); energy efficiency, sustainable transport and development (’Green Cities’); innovation and smart specialisation strategies (’Smart Cities’); and inclusion, social innovation and employment (’Inclusive Cities’). This brochure accompanied the exhibition.

The three-year initiative aims to support sustainable urban mobility campaigners in 31 countries, fostering positive change in attitudes and behaviour.  The central objective of this new campaign is to promote the advantages of combining different modes of transportation.

The European Metropolitan Network Institute has published a guide which is designed to help the urban professional get a better insight into how other cities develop and implement policy measures and interventions with regard to urban sustainable mobility. In this guide, cities themselves talk about the measures and interventions they have taken in the field of sustainable urban mobility; what went right, what went wrong, and most importantly, what advice do they have for other cities thinking about similar projects. In the guide, the practices have been grouped into different categories: measures and interventions linked to ‘regulation and pricing’, ‘influencing lifestyle and behaviour’ and ‘urban space’. The guide also contains a section that is devoted to how cities can make best use of technological opportunities.
