The Mayor has published for public consultation draft Supplementary Planning Guidance to help with the implementation of policies in Chapter 7 of the 2011 London Plan, particularly Policies 7.4 on Local Character and 7.1 on Building London’s Neighbourhoods and Communities. The draft document sets out an approach and process to help understand the character and context of a place so that its results can inform the planning and design process, and guide change in way which is responsive to individual places and locations. A non-technical summary sets out the main messages of the main SPG. Comments on the draft SPG are requested by 12 May 2013.

Town Centres: Draft Supplementary Planning Guidance

The Mayor of London has issued for public consultation draft supplementary planning guidance on Town Centres. This provides guidance on the implementation of London Plan Policy 2.15 Town centres and its associated Annex, and of other policies in the Plan with specific reference to town centre development and management. It also provides guidance on Policy 2.16 Strategic Outer London Development Centres and their potential to be developed as business locations with distinct strengths of greater than sub regional importance. Look! St Albans: Design Workshop Report

Rights to light: A consultation paper

The Law Commission has laid out a number of proposals in its consultation in to rights to light, in a bid to bring greater clarity. The consultation paper considers the law relating to the entire life-cycle of a right to light, from creation to extinguishment. It makes several provisional proposals and requests consultees’ views on a number of other areas. Comments are requested by 18 May 2013.

The Cabe team at the Design Council, the Landscape Institute, the Royal Town Planning Institute (RTPI) and the Royal Institute of Architects (RIBA) have joined forces to produce an update to the widely acknowledged, industry standard best practice delivering Design Review, Design Review: Principles and Practice. The publication of the National Planning Policy Framework (NPPF) in 2012 re-iterated and reinforced the role of Design Review in ensuring high standards of design. The new guide lines clearly sets out the updated 10 principles that underpin the independent and effective delivery of the process and provides authoritative advice for Design Review panels of all types to help them operate in a consistent way and to uphold the quality of the independent, expert advice that they provide.

Kings Docks, Liverpool: Masterplan and planning brief

The Homes and Communities Agency (HCA) has unveiled a new masterplan for Kings Dock, Liverpool, which sets out a vision and development framework for a leisure-led, mixed-use quarter. Working with Liverpool City Council and the Arena Convention Centre Liverpool (ACCL), the HCA has devised the plan to guide development at Kings Dock to maximise the growing visitor economy and enhance opportunities for existing and future residents of the area. It positions the quarter as a destination in its own right, building on its history and heritage and maximising the attractive dockside location. The new development will also create a pleasant neighbourhood with attractive public squares and open spaces allowing access to the water space.

This first Design and Crime Conference aims to showcase innovative approaches to design for crime prevention. Developing design solutions to complex crime problems requires a collaborative design process that is flexible and dynamic, and which is focused on the desired outcomes, the kinds of environments we would like to achieve, rather than the problems that spoil the environments. This conference aimed to appeal to practitioners and academics from wide-ranging disciplines and professions including: architecture, planning, urban design, housing, community services, criminology, social geography, environmental psychology, product design, urban tourism, visual communications, security personnel; and politicians, developers, and managers of public buildings, retail outlets and transport.
