This article, which appears in an issue of The European Physical Journal Special Topics (Vol.214, November 2012), outlines the rudiments of what constitutes a smart city which the authors define as a city in which ICT is merged with traditional infrastructures, coordinated and integrated using new digital technologies. The authors first sketch their vision defining seven goals which concern: developing a new understanding of urban problems; effective and feasible ways to coordinate urban technologies; models and methods for using urban data across spatial and temporal scales; developing new technologies for communication and dissemination; developing new forms of urban governance and organisation; defining critical problems relating to cities, transport, and energy; and identifying risk, uncertainty, and hazards in the smart city. They also define six scenarios based on new cities badging themselves as smart, older cities regenerating themselves as smart, the development of science parks, tech cities, and technopoles focused on high technologies, the development of urban services using contemporary ICT, the use of ICT to develop new urban intelligence functions, and the development of online and mobile forms of participation. Finally the authors anticipate the paradigm shifts that will occur in this research and define a series of key demonstrators which we believe are important to progressing a science of smart cities.

It is argued, that with few exceptions, cities and towns all across Europe currently face the effects of ageing and depopulation. In the future, the entire continent is expected to feel the impact of shrinkage on its towns, cities and regions. In shrinking areas, the existing physical and social structure is under pressure. Houses are difficult to sell, schools need to close, services and amenities become too expensive to maintain. To overcome the consequences of shrinkage joint action is needed with local authorities cooperating with citizens to find ways to maintain the quality of life in their city or town. This publication, which forms part of EUKN’s 2012 Annual Conference, presents a thorough overview of the effects of shrinkage on European towns, cities and regions. It provides a scientific analysis of the phenomenon and the ways different layers of government could deal with it efficiently by using the potential of residents in the shrinking areas.

The main focus of the 48th Congress of the International Society of City and Regional Planners (ISOCARP) was on dynamic urban change: growth and decline; environmental and socio-political change; natural and human-made disasters. The Congress also considered the relevance of the theme for the host country, and an open planners’ forum was held for contemporary research, practice and ideas. A large number of presentations are available online.

Between June 15 through July 29, 2012, the BMW Guggenheim Lab Berlin offered thirty-three days of free programs, including workshops, screenings, and tours, and implemented urban projects in Berlin neighborhoods and online—all centered around the topic of life in cities today. This glossary collects 100 of the most talked-about trends in urban thinking, all of which played a role during the Lab’s first European venue. The compilation of these terms creates a new resource for understanding the way people relate to and live in cities and is intended to advance the concept of the city as a catalyst for ideas.
