In 2009 a Voices from the Front Line (VFL) study gathered views on progress in implementing the Hyogo Framework for Action (HFA) on risk reduction activity at the local level across 48 countries in Africa, Asia and the Americas. In 2011 VFL carried out a second survey, and this report presents its methodology, findings, conclusions and recommendations, as well as an assessment of where progress has or has not been made over the two-year period.
