This event, jointly hosted by the Homes and Communities Agency and the Department for Communities and Local Government (DCLG), supported by Cabinet Office, brought together decision makers from the construction industry, social housing providers and government. The event explored ways of implementing the Government Construction Strategy and working together more effectively. Presentations are available online.

This document explores the relationship between local ambitions for arts, culture and creativity and economic development through planning in the Royal Borough of Kensington and Chelsea. The council aims to be the first UK local authority to integrate culture into its economic development through planning. Kensington and Chelsea has called on developers to embed culture and the creative industries into their thinking from the start of the development process and to be ‘more imaginative and bold’ in their proposals. The council has also launched a ‘creative district profiler’ which developers can use to identify the potential of a proposed site to become a creative district.

It is the result of a study to identify the funding mechanisms and approval processes of partnering organisations, and to identify the current issues and challenges which prevent wider implementation of joint funding and collaborative investment.

The Green Alliance has published a report which argues that the uptake of Government policies such as Green Deal will be limited if the government’s current plan to rely on multiple, dispersed communications for energy schemes are unlikely to secure the take up and interest needed, putting the policies at risk of failure. The report argues that overcoming this requires communications to build a strong brand which will enable trusted messengers to communicate and have the power to change social norms.

The Global Environment Facility (GEF) was established to provide resources to developing countries and countries with economies in transition to assist them in protecting and benefiting the global environment. The GEF is a financial mechanism for the United Nations Convention on Biological Diversity (CBD), the UN Framework Convention on Climate Change (UNFCCC), the UN Convention to Combat Desertification (UNCCD), the Stockholm Convention on Persistent Organic Pollutants (POPs), and related international agreements. The GEF also provides resources to assist countries to adapt to the negative impacts of climate change. GEF activities are incremental and build on baseline activities, often in areas related to the sustainable development of recipient countries. GEF has published this report in order to reaffirm the existing GEF Principles related to indigenous peoples, and to further elaborate new guidelines that provide additional clarity and practical guidance on the application of these policies to GEF Partner Agencies and all stakeholders interested in GEF-financed projects. The paper also establishes mechanisms through which the GEF will strengthen its engagement with indigenous peoples. The paper briefly describes the main concerns and desires expressed by indigenous peoples and other experts with respect to indigenous peoples’ engagement in GEF-financed projects and processes.

In October 2011, London First established a working group of senior business people, chaired by former Transport Secretary Andrew Adonis, to examine the need for additional transport capacity to meet future demand and support London’s continued competitiveness. In particular, the group was tasked with assessing the case for a large-scale intervention in the form of Crossrail 2 and what sort of scheme it should be. This paper sets out the working group’s initial conclusions on the need for Crossrail 2 and identifies a number of key principles that should underpin further work.

A new report from the Climate and Development Knowledge Network (CDKN) argues that government and business leaders must respond swiftly and decisively to the latest climate change science, and anticipate extreme weather-related disasters as they undertake strategic policy and business planning. The report contains practical examples from which others can learn, including cases from Central America, Central Asia, Mexico, Nepal and the Caribbean, involving tools and methods related to risk assessment, risk financing options, sector-level mainstreaming and legislation.

The Transport Knowledge Transport Network has written a document, in consultation with industry partners, that gives an overview of the emerging thinking around a Transport Systems Catapult Centre. The Transport Systems Catapult will enable high-value, integrated, efficient and sustainable transport solutions to be developed and commercialised more rapidly in to the UK and Global markets through new cross-sector collaborations between suppliers, industrial customers, industry bodies and policy makers.
