A report from the House of Commons Public Accounts Committee accused the Department of Transport of failing to present a “convincing strategic case” for HS2. The Committee further suggests that supposed benefits to regional economies had been grossly overestimated.
Biodiversity offsetting in England

The government has published a consultation document which sets out options for its proposed biodiversity offsetting system and poses questions about how the system may best operate. Under the new system developers would be allowed to go ahead with schemes in environmentally sensitive areas if they offset any damage by paying for conservation activities elsewhere. Comments are requested by 7 November 2013.

To mark the first anniversary of the launch of ISO 20121, the international standard for event sustainability, Positive Impact, has gathered together some of its best resources on the subject. Over the coming months it will be running a series of webinars that link to different areas of event sustainability and ISO 20121. As a management system standard ISO 20121 is essentially a way of formalising ways of working around sustainability. It can be used by anyone involved with events – from the largest global events to small festivals – including venues, suppliers and organisers. Rather than taking a checklist approach, ISO 20121 helps identify the most relevant areas of focus for events. The standard emphasises continual improvement so there’s no need to tackle everything at once.
Ipsos’ Top Cities

Ipsos Mori has carried out the largest ever global study on the best city to do business in, live in and visit. 18,000 people in 24 countries were asked to judge 48 cities in various categories. London and New York were the only two cities to make the top five in each of the survey categories. As well as being named ‘Europe’s Top City’, the UK capital was voted second in ‘World’s Favourite City’; third in ‘Best City to Live’; fifth in ‘Best City to do Business; and fourth in ‘Best City to Visit’.

To understand the core processes and benchmarks that can transform cities into superior places to live and work, McKinsey & Company developed and analysed a comprehensive database of urban economic, social, and environmental performance indicators. The research included interviewing 30 mayors and other leaders in city governments on four continents and synthesizing the findings from more than 80 case studies that sought to understand what city leaders did to improve processes and services from urban planning to financial management and social housing. The results are outlined in a new report, arguing that leaders who make important strides in improving their cities do three things really well: achieve smart growth; do more with less; and win support for change.

Developing countries have collectively displayed relatively high growth rates in the last decade. Although large disparities still persist in standards of living, low and middle income countries averaged economic growth of 6.2% between 2000 and 2008. Global growth has been accompanied by environmental degradation and in some cases there are growing numbers of people still living in poverty. Key questions for development planning today in countries include: Can developing countries strike a balance between economic growth, societal well-being and environmental protection? Can inclusive, green growth be a way forward? This report presents a case study on Cambodia designed to answer these questions. The case study draws on several sources of information to compile a “snapshot” of the situation today. In particular, qualitative information was gathered through a two-day, multi-stakeholder workshop and through bilateral interviews conducted with relevant actors from both public and private sectors. It also draws on relevant literature to present a balanced picture of the state of play on green growth in Cambodia.
