Bus rapid transit (BRT) is a high-quality, efficient mass transport mode, providing capacity and speed comparable with urban rail (light and heavy rail). Its insertion in urban transport systems is relatively recent and as a result there remains a need to introduce the concept to several audiences, particularly urban transport decision makers, and to better understand its cost, performance and impacts. To that end, this report provides a synthesis of existing literature and new data, and develops a detailed analysis on selected case studies to explore the economic, environmental and social impacts of BRT. This report aims to synthesise available evidence regarding BRT performance, costs and impacts, and contribute new evidence from four case studies: TransMilenio, Bogota, Colombia; Metrobús, Mexico City, Mexico; Rea Vaya, Johannesburg, South Africa; and Metrobüs, Istanbul, Turkey.

This report highlights a number of successful initiatives that improved regional urban sustainability while also addressing other local problems, thus achieving co-benefits. The report and cases presented here not only detail the magnitude of the co-benefits that certain sectors achieved, but also provide insights into the conditions, which enabled local co-benefits to continue to evolve. They provide ideas on how positive changes can be attained as well as an understanding on how cities can generate solutions that have large, short and long-term positive benefits in terms of climate change mitigation and how this approach can be effectively embedded into local policy settings to contribute to cities’ ability to generate co-benefits at local level.

The Department for Culture, Media and Sport (DCMS) launched a consultation on proposed changes to how English Heritage delivers its services. It is proposed that a charitable arm will be established whose purpose will be the conservation and public enjoyment of the National Heritage Collection.  It will undertake an ambitious programme of conservation of the collection and make a series of investments to improve the experience of visitors and members. There will be no changes to English Heritage’s current duties and responsibilities for championing, advising on and helping to conserve England’s wider historic environment. These will be delivered under the new name of ‘Historic England’.  It will continue to provide impartial advice to central government, local authorities, other heritage organisations and private owners. It will continue to co-ordinate the National Heritage Protection Plan, to manage the Heritage at Risk register and to provide access to its expert research and extensive archives. Comments are requested by 7 February 2014.

The report warns of rapid urbanisation and the increased risk this poses as systems are put under pressure. The report highlights six other Asian cities – Bangkok, Thailand; Jakarta, Indonesia; Kolkata, India; Kathmandu, Nepal; and Port Moresby, Papua New Guinea – to contrast the different levels of preparedness across Asia. The report urges governments, businesses, civil society and communities to immediately address the changing urban landscape and ensure disaster preparedness is central to planning, future legislation and research. The report recommends governments place more emphasis on disaster risk reduction (DDR) programmes for homes, schools, businesses and in developing policies in areas such as health care and municipal planning. It also calls for more partnerships to eliminate gaps in disaster planning at the municipal level and increased involvement of children in disaster preparedness plans.
