The Law Commission has published its final report and draft Bill on rights to light. This followed their consultation on the subject, which ran from 18 February 2013 to 16 May 2013. The Commission sought to investigate whether the law by which rights to light are acquired and enforced provides an appropriate balance between the important interests of landowners and the need to facilitate the appropriate development of land. It considered how the law might be clarified and examined whether the remedies available to the courts are reasonable, sufficient and proportionate.
National Systems of Innovation: UN climate technology policy

The UN Framework Convention on Climate Change’s Technology Executive Committee recently convened a meeting on strengthening National Systems of Innovation in developing countries. This is possibly the most positive step forward for efforts under the UNFCCC to date. In this blog post, the author explains why and and provides some key pointers for taking these efforts forward.

The study demonstrates for the first time the link between real energy bills and a property’s Energy Performance Certificate (EPC) and the impact on the mortgage market. The study examined the availability of so-called ‘green mortgages in the UK and abroad, which typically offer a financial incentive to encourage homeowners to buy or to work towards greater energy efficiency. But the researchers found no mortgage product that delivers the link between home energy costs and lending amount.

The UN Secretary General has released his Synthesis Report on the Post-2015 Development Agenda. The report summarises the development process and content of the Open Working Group’s Sustainable Development Goals to date, and the direction in which the agenda must head.
