PURE (Probability, Uncertainty and Risk in the Environment) is a new Knowledge Exchange Network and Research Programme. This online group supports the Knowledge Exchange component of PURE. Its aim is to be the leading national network bringing together researchers, industrialists and policy-makers in uncertainty and risk for natural hazards, through collaborative working, knowledge exchange and the development of best practice. It will help to shape the direction of future research and provide valuable information to practitioners in environmental risk management.

This Background Note looks at research undertaken in recent years by disaster researchers on the complex role of institutional arrangements in shaping policy decisions. In doing so it identifies some key research issues that need to be addressed to promote the kind of institutional transformation required to deal with current and future climate extremes, including the need for more multidisciplinary perspectives on disaster risk management (DRM).

In 2009 a Voices from the Front Line (VFL) study gathered views on progress in implementing the Hyogo Framework for Action (HFA) on risk reduction activity at the local level across 48 countries in Africa, Asia and the Americas. In 2011 VFL carried out a second survey, and this report presents its methodology, findings, conclusions and recommendations, as well as an assessment of where progress has or has not been made over the two-year period.

This report investigates disaster resilience by examining the patterns in the major disasters in 2011. The report, commissioned by the Federal Alliance for Safe Homes (FLASH), in order to better understand how adaptation of the built environment can increase resilience to shocks such as earthquakes or hurricanes. The study starts with a review of the major environmental hazards of 2011, serving as a stark reminder of the scale of the adaptation challenge.

Over the past four years, the information management unit (IMU) of the United Nations International Strategy for Disaster Reduction (UNISDR) secretariat has been collecting and classifying information of all types relating to the domain of disaster risk reduction (DRR). The purpose of this document is to describe the thematic classification system that has been developed, with the aim of promoting a better understanding of DRR, and the development of an internationally recognized information classification and exchange standard. It is hoped that a clear set of well defined themes will help non-specialists such as journalists and newcomers make sense of this complex area of work.

Managing the risks of extreme events and disasters to advance climate change adaptation

The latest report from the Intergovernmental Panel on Climate Change (IPCC) finds that the frequency and intensity of extreme weather events has been increasing and it predicts that this will continue as the climate changes. The full report is not due for release until February 2012, but the IPCC has released a summary for policy makers that touches on the report’s key findings. It makes for concerning reading, with the scientific community concluding that climate change will lead to heightened risk to livelihoods, human health and infrastructure.
