State of the Nation: Infrastructure 2014

The latest annual report from the Institute of Civil Engineers grades the UK’s transport, energy, flood, waste and water networks from A to E. It highlights the progress since 2010 in improving infrastructure and positioning it as a core enabler of economic growth, but suggests more needed to be done if we are to have world class infrastructure, in particular on the issue of resiliency given its impact on the economy and the major challenges ahead. This was highlighted by the “at risk” or “requires attention” grades for flood management, energy and local transport networks, due to the narrowing gap between supply and demand for energy, inadequate resilience to flooding and the decline in maintenance of both flood defences and local roads following investment cuts.

Infrastructure Asset Management is a multi-disciplinary journal from the Institution of Civil Engineers publishing articles on the major aspects of asset management providing an invaluable source to those researching, practising or learning about infrastructure asset intensive industries. It aims to publish articles on the strategic management, organisation, planning, designing, acquisition, care, renewal and disposal of infrastructure assets. The Journal will formulate a systematic, practical and theoretical approach to the subject of whole-life management of infrastructure assets and systems. The remit of the journal is to publish related articles from, the public and private sector on, transportation, utilities, oil and gas, energy, telecommunications and estate management infrastructure assets and systems. Access is free for 2014.
Infrastructure Bill 2014-15

The government has published the Infrastructure Bill which aims to help create stable long term funding for work on the country’s major road network ensuring smoother, quicker and quieter journeys and make it easier to sell surplus and redundant public sector land and property to help build more homes on brownfield land. The legislation will also give local people the right to buy a stake in renewable energy projects, while cutting red tape for nationally significant infrastructure projects to boost investment.

The objectives of this report are to explore the impacts of climate change on the information and communication technology (ICT) sector and the potential for adaptation, including the need for new standards to be developed.. It aims to raise awareness of the need to design and implement strategies for the sector to better prepare for, respond and adjust to the impacts of short- and long-term climatic manifestations. It gives an overview of the impacts, opportunities and challenges posed by climate change to sector stakeholders; it identifies existing and emerging adaptive measures and provides suggested actions to strengthen the ICT sector’s approach to adaptation.
Better roads: Improving England’s strategic road network

The House of Commons Transport Committee has published the findings of an inquiry into how the policies set out in the Action for roads Command Paper will improve the strategic road network (SRN) for all road users, while also improving the environment. It also considered: how the Government’s policy for roads links with planning for other transport modes; the reliability of the forecast for growth in demand for the SRN; how the Government should deal with uncertainty in its forecast; how the reliability and efficiency of travel on the SRN can be improved; the impact of new technology; the mechanisms available for Government to increase investment in strategic roads and attract new investors; good examples from other countries that could be applied in the UK; how the Highways Agency should be reformed to make it the world’s leading highway operator; and the roles Government and the private sector should play to ensure better management of the SRN.
National Policy Statement on National Networks

The House of Commons Transport Committee has published the outcome of an inquiry into the National Policy Statement on National Networks. It considered whether the Government has identified a compelling need for development of the national road and rail networks and of strategic rail freight interchanges; whether Government policy on the development of the national road and rail networks, and the investment programme relating to the road and rail networks, meet that need; does the policy on the development of the networks take appropriate account of environmental, safety, sustainability and accessibility issues as well as the impact of new technology; the extent to which the draft NPS provides clear guidance to the Secretary of State about how to assess schemes; and how the draft NPS relate to other aspects of the Government’s transport strategy, including HS2, and to integration with local transport networks.
Delivering change: Making transport work for cities

This report from the Centre for Cities identifies the key challenges that need to be overcome if the transport systems in UK cities are to improve and provide the quality of service that workers, businesses and residents need, such as: uncertainty and short timescale of funding, limited freedoms to make transport improvements, and the lack of integration of transport, economic development and housing strategies. It shows that London has overcome the majority of these challenges because it has more control over its transport and Transport for London has had huge success in improving the capital’s transport system.

New research, published by the Institute of Economic Affairs, outlines the flaws in the government’s latest favoured justification for HS2, namely its regenerative effects on the economy and employment in the north. The author of the report studied the relationship between high speed rail and economic performance, using the UK’s only example of a high-speed domestic rail service from London to Kent.
Local Growth Fund (Housing Infrastructure): prospectus

This prospectus sets out the detail on how to access the £50 million part of the Local Growth Fund in 2015 to 2016. The Fund is designed to help speed up and restart housing developments between 250 and 1499 units that have slowed down or stalled. It aims to support housing schemes which are important for local growth and meet local priorities.
