These Regulations come into force on 6th April 2012. The Localism Act 2011 provided a new statutory regime for neighbourhood planning. These Regulations make provision in relation to that new regime.

Action with Communities in Rural England has published a second edition of its toolkit which provides step by step guidance for communities who want to produce a holistic plan that will improve the wellbeing and sustainability of their neighbourhood. The toolkit outlines 9 steps that communities should take to produce plans that are well researched, inclusive and achieve the actions they propose.

This report from the London Assembly’s Planning and Housing Committee captures the challenges involved in making neighbourhood plans a reality in London, and sets down markers to light the way. The report focuses on the new opportunities and challenges facing neighbourhood plans in London in the light of proposals contained in the Localism Act 2011. It also establishes what London boroughs, the Mayor and local communities themselves could do to enable all Londoners to get involved in making plans and policy, and in controlling development.

This document explains how the Government is involving civic leaders, residents, local businesses and civil society organisations in the regeneration of their area. This document was originally published in January 2011 under the title Regeneration to enable growth: What Government is doing in support of community-led regeneration. In the year since then, Government has been progressing its growth and localism agendas, which has added several new tools to the ‘regeneration toolkit’. This updated and refreshed toolkit aims to help local communities, councils, businesses and civil society organisations to navigate their way through the many tools, options, powers, flexibilities and incentives available to them as they shape plans for their area and their community.
The Big Society

The House of Commons Public Administration Select Committee has published the findings of its inquiry into how the Big Society project is being implemented in practice. The Committee has expressly not undertaken a detailed evaluation of the merits of the Big Society concept. Instead it set out to examine the role of the Government in enabling the development of the Big Society project, and in particular, to consider the policy implications of the Government’s commitment to open up of public services, which the Prime Minister described as “more significant” than the other parts of the Big Society project, such as measures to increase social action. In their report, the Committee warns that the Big Society project is hampered by the lack of a clear implementation plan, leading to public confusion about the policy agenda, eighteen months into this administration. The project by its very nature requires substantial change in Whitehall and to the nature of government.
