RICS believes that the supply of the right type of office space is crucial to facilitate the sustainable development of Hong Kong as a world class city. This report, commissioned by RICS, begins with an overview of the supply and demand dynamics (both short-term and long term) in Hong Kong’s Grade A office market. This sets the scene for addressing the potential shortage of available office space in Hong Kong and the potential impact on businesses in Hong Kong and the sustainable development of Hong Kong as a world class city. The report also compares and contrasts office demand by districts/locations (CBD versus decentralised locations), including tenant profiling on key business district. This includes a discussion on the key success factors and the likely demand drivers for office space in these locations. The report also identifies global trends influencing specific types of industry demand and its impact on the nature of use of office space. It also reviews how other major cities have experienced and subsequently addressed acute shortages of supply of office. This includes a review on other global financial centres and their approach to developing new office locations.

ISA Benchmarking Report 2011

The International Sustainability Alliance, the global network of real estate organisations, has launched its 2011 Benchmarking Report, described as the first meaningful attempt to publish sustainability metrics for real estate. The report focuses on a selection of ISA member’s property assets in the office and retail sectors across five countries: Portugal, France, Belgium, the Netherlands and Germany. It features three critical ISA key performance indicators (KPIs) that measure the intensity of energy, water and CO2 emissions by floor area. ISA members will be able to use this data to obtain individual reports on the performance of their portfolios. The report will be published on an annual basis by ISA. As membership increases, the ISA database is growing rapidly and the volume of quality data on individual building classes grows. This in turn generates opportunities for research, analysis and sharing of corporate knowledge in sustainability reporting.

Planning and localism: too much too soon?

Developers are unconvinced of the benefits of the Localism Bill, according to law firm Berwin Leighton Paisner. A survey of 100 of BLP’s real estate developer clients found that just 9% understand the benefits of the localism agenda. The survey also found that 93% of developers remain unconvinced that localism will make planning decisions more predictable, despite this being a clear government objective. Against a backdrop of continuing debate about the National Planning Policy Framework, the report highlights the need for further clarity from the government on claims of how localism can improve the planning process.

The application of GIS to analyse occupier chains and property market filtering

This project sought to investigate whether Geographic Information Systems (GIS) could enhance the representation and analysis of property occupier chaining data. It exploited an existing dataset of office and industrial occupier chains in Tyne and Wear and used a GIS to illustrate, measure and analyse the chaining data more effectively than had previously been possible. We have been able to demonstrate that, although time consuming, it is a relatively straightforward and logical process to translate property occupier chaining data into a GIS.

The office of 2030: Views from the industry

The days of the iconic office tower are numbered, according to a new survey of developers, occupiers and industry bodies. Demand for office space will rise in the next 20 years, but the size of offices will decrease, says the survey by multi-disciplinary engineering consultancy hurleypalmerflatt. The result will be for fewer large, speculative office developments and more incremental development, as noted by 64 per cent of respondents. People will be working in smaller, more flexible and adaptable spaces very close to public transport and with advanced IT systems embedded into the building’s fabric. This will lead to fewer iconic buildings being constructed, according to 62 per cent of respondents. Findings of this survey are illustrated through a series of videos, looking at the main drivers of change in the office of 2030; the impact of the economy, carbon and the environment; how influential technology and social and community needs will be; and how occupiers and developers will influence the market for offices in 2030.

RICS Green Gauge 2010: RICS members and the sustainability agenda

In 2008, RICS commissioned the Oxford Institute for Sustainable Development (OISD) at Oxford Brookes University to undertake a three year benchmarking and monitoring survey of how RICS members were engaging with the sustainability agenda. This new research builds on the RICS Green Profession report of 2007. The key aims of the RICS Green Gauge survey are to: assess the extent to which the surveying profession is continuing to engage with the sustainability agenda, by examining key measures such as the response to client demand for sustainability-based services and the frequency of use of sustainability information, tools and techniques;  track and monitor attitudes towards the sustainability agenda over time, and examine changes in attitudes by Professional Group and by Global Region; and identify and prioritise policy actions for RICS to monitor and improve the level of service it provides to its members in relation to the use of such information, tools and techniques.
