Improving seemless energy-efficient mobility chains for all (ISEMOA)

ISEMOA seeks to improve accessibility of pedestrian, cyclist, and public transport services and facilities allowing citizens to adopt a less car-dependent life-style. The ISEMOA Quality Management System (ISEMOA QMS) closely examines the whole journey – from door-to-door. Each journey is composed of several elements that together make up the “mobility chain”. The ISEMOA QMS follows a structured quality management approach based on a moderated audit process. This proven approach, guided by an ISEMOA auditor, helps local and regional stakeholders to assess the level of accessibility of public space and public transport in their area, and it helps to develop strategies and measures for improving the accessibility work.

This paper analyses the Policy-Making Process (PMP) of transport infrastructure projects in Colombia for the period 2002-10. It aims to identify the main bottlenecks to improve the implementation of public policies in the main phases of the transport infrastructure policy cycle, namely planning, budgeting, execution, and monitoring and evaluation. The main results draw three conclusions. Firstly, there is a need to improve the planning and prioritisation stages of roads construction. Secondly, information problems affect monitoring and evaluation. Finally, the institutional weakness in the transport sector causes co-ordination failures between different transport modes (horizontal level) as well as inadequate separation of responsibilities and management of resources between national and sub-national governments (vertical level). This paper contributes to the research studying the PMP in Latin American economies.

The National Audit Office has published a report which claims that there was little evidence to support the case for building the HS2 rail link between London and the North. It adds that data used to make the case for HS2 was out of date, and there was a potential £3.3bn funding gap in the scheme.

CityMobil2 is a multi-stakeholder project co-funded by the EU’s Seventh Framework Programme for research and technological development. CityMobil2 is setting up a pilot platform for automated road transport systems, which will be implemented in several urban environments across Europe. Automated transport systems are made up of vehicles operating without a driver in collective mode. They are deemed to play a useful role in the transport mix as they can supply a good transport service (individual or collective) in areas of low or dispersed demand complementing the main public transport network.
