The House of Commons Environmental Audit Committee launched an inquiry into the Government consultation on Biodiversity offsetting in England, which proposes to introduce a system for allowing biodiversity loss associated with developments to be measured and offset against compensatory biodiversity gain elsewhere. The Committee has published a report of its findings, concluding that while Government plans to introduce a system of ‘biodiversity offsetting’ for new building developments could enhance the way the planning system accounts for the damage done to valuable natural habitats, the proposals must be improved to properly protect Britain’s wildlife and woodlands.

England biodiversity indicators

Defra has published a detailed statistical update of 24 indicators that give an overview of biodiversity in England. The publication measures progress in the delivery of goals and objectives outlined in Biodiversity 2020 published by the government in 2011. The detailed assessments for each species and habitat, including all grassland priority habitats and the ‘old’ priority bees, are published online.

This is described as the world’s first global assessment of urbanization and the links to ecosystem services and biodiversity. The project is a joint collaboration between the Stockholm Resilience Centre and the UN Convention of Biological Diversity. Cities and Biodiversity Outlook

The Cities and Biodiversity Outlook project (CBO) is the world’s first global analysis of how projected patterns of urban land expansion will impact biodiversity and crucial ecosystems. The CBO stems from Decision X/22 of the UN Convention on Biological Diversity’s COP10 in Nagoya, Japan, 2010, requesting the Executive Secretary of the Convention to prepare an assessment of the links and opportunities between urbanization and biodiversity. The Cities and Biodiversity Outlook highlights a wide range of successful initiatives by cities, local authorities and sub-national governments in both developed and developing countries. It demonstrates that there are strong incentives for cities, local governments, the business sector and other interested parties, to invest in natural solutions and to maintain vital ecosystem services. The scientific work is a partnership between the UN Convention on Biological Diversity, the Stockholm Resilience Centre (SRC) and Local Governments for Sustainability (ICLEI).

Biodiversity offsetting in England

The government has published a consultation document which sets out options for its proposed biodiversity offsetting system and poses questions about how the system may best operate. Under the new system developers would be allowed to go ahead with schemes in environmentally sensitive areas if they offset any damage by paying for conservation activities elsewhere. Comments are requested by 7 November 2013.
Biodiversity 2020: simple guide and progress update

This report provides a simple guide to Biodiversity 2020 and an update on progress so far. Biodiversity 2020 is a national strategy for England’s wildlife and ecosystem services; it was published in summer 2011. It sets out the government’s ambition to halt overall loss of England’s biodiversity by 2020, support healthy well functioning ecosystems and establish coherent ecological networks, with more and better places for nature for the benefit of wildlife and people.
Urban Biosphere Initiative
